RAVENEL — This rural town in western Charleston County is home to roughly 2,700 residents and stretches along Savannah Highway from Rantowles Creek to New Road. There's one major grocery store, five gas stations and a handful of restaurants.
Now officials might let the small, rural town grow by fixing what some called "an oversight" that has allowed strict height restrictions.
Height restrictions for all zoning districts were capped at 35 feet. But Town Council just increased the height restriction for business, service warehouse and industrial zonings to 45, 55 and 65 feet respectively at their Oct. 29 meeting.
Mayor Stephen Tumbleston said at the Sept. 24 Town Council meeting that changing the height restrictions is "correcting an oversight" after the town finished a zoning rewrite a few years ago.
"We've got a business that has the same height limit as a house, so that doesn't really make any sense," Tumbleston said at the meeting. "I think we should all agree that doesn't make sense."
There's no right or wrong answer for how a rural town can grow, according to Charlie Barrineau, field services manager for the Municipal Association of South Carolina. Easing height restrictions will help with growth and development by increasing density, he said.
"Increasing the density allows you to attract more businesses and more residential, which can allow for improved walkability," Barrineau said. "It attracts a greater mix of future growth."
He said it's up to the community to determine how they'd like to grow. Ravenel residents and officials have clashed over the prospect of growth for at least a few years.
Charleston County's population in 2013 was 372,065, according to the South Carolina's revenues and fiscal affairs office. The U.S. Census states the county's population in 2023 was 424,367, an increase of roughly 14 percent.
